The Ulster Works OneStop Center is a convenient and cost effective resource for hiring new employees and remaining competitive. William McDonough, the Ulster Works Business Services Representative, is our contact person who is willing and able to provide information and support regarding the following services wherever possible:
- Easy posting of job openings (Fast Fax form, Job Central )
- Access to worker profiles and resumes in the Talent Bank
- Recruitment and referral of qualified applicants both on site and at job fairs
- Information on financing small business start-ups
- Information on employer incentive programs and tax credits
- Information on unemployment insurance, labor market trends, workplace safety, labor laws, prevailing wages and training programs
- Assistance with large layoffs and downsizing from our Rapid Response Team
- Human Resources Consulting services including skills assessment for employees, assistance in preparing employee handbooks and job descriptions
- Access to the On-the-Job Training program

Download and complete our Fast Fax Job Order Form. You may then choose to email or fax it back to us, or simply call our Business Services Representative for further information. We will then send the information about your job to qualified job seekers in our database, encouraging them to apply.
You may also choose to post your job openings on-line for free at New York Job Central. You will be asked to create an account the first time you use the site.
On-the-Job-Training
We know it takes a heavy investment of time, money and effort to train new employees. A growing number of employers have found a way to ease the burden by taking advantage of our On-the-Job Training (OJT) program. In fact, by combining OJT with tax credits and other incentives, many employers have drastically reduced the cost of developing and maintaining a trained workforce.
After completing an OJT contract, employers hire the trainee(s), train them for a permanent position, and by participating in the OJT program, employers can be reimbursed for 50% - 90% of the trainee’s wages. OJT contracts are individually negotiated; the length of training determined by the job’s complexity and the trainee’s experience. Employers are expected to retain those trainees who successfully complete the program. An OJT contract must be in place before the trainee begins work.
The Ulster Works OneStop operates two separate federally funded OJT programs. One is a Local Workforce Investment Act OJT (LWIA/OJT) program which is overseen by the Local Workforce Investment Board. The other is a National Emergency Grant funded program (NEG/OJT). Each program has its own eligibility requirements, and reimbursement rates. Customized Training
Some things employers do best. That's why customized training begins with the employer’s own training design. Ulster Works can fund 50% of the training costs for eligible individuals who are either incumbent workers or new hires. The business is actively involved in curriculum review and design, competencies to be attained and participant selection criteria. Specific job skills training may be hands-on at the business site or may be more concept-based classroom training, or a combination of both. Either may make use of appropriate educational institutions. Customized training requires a commitment by the employer to hire or retain all those who successfully complete the program.
In conjunction with Ulster Works OneStop staff, The Red Carpet Team works as a comprehensive business services team for Ulster County. The Red Carpet Team objectives are to 1) enhance communication with the business community, 2) encourage and coordinate access to available programs, resources and benefits that assist businesses with their workforce needs, and 3) Provide professional advice and direction to help solve business issues.
