Workforce Investment Board
The Ulster County Workforce Investment Board (WIB) sets workforce development policy and oversees the Workforce Investment Act (WIA) funding allocated to Ulster County. Ulster County Executive Michael Hein appoints the WIB, which is responsible for developing the local workforce investment plan, and conducting oversight of the OneStop system. In partnership with the Ulster County Executive, the WIB coordinates efforts regarding local economic development strategies and creates employer linkages. At least fifty percent of Board members are representatives of local businesses, with the remaining members representing educational entities, labor organizations, community based organizations, economic development agencies, and OneStop partners.
The mission of the Ulster County Workforce Investment Board is to meet the skills needs of Ulster County workers and employers by promoting collaboration among the economic development, education, training and job placement resources and employers. Furthermore the purpose of the Workforce Investment Board is to develop and support policy which will ensure that coordinated universal screening and streamlined, one-stop services will result in expanded access to training, coaching, and matching activities for both employed and unemployed residents and employers, thereby increasing employment opportunities, earnings, job retention, improved skill attainment, and to coordinate various funding sources to maximize the effectiveness of the workforce development system.

EXECUTIVE COMMITTEE – The Executive Committee shall have primary oversight of WIA Title I programs. The Executive Committee interacts with the Standing Committees to ensure alignment to the Board’s strategic goals and plans.

BOARD MEMBERSHIP AND ORIENTATION COMMITTEE – Responsible for oversight of the development of an orientation package for new members of the Board and the Youth Council; Recommend candidates for Board membership and for officers of the Board.

STRATEGIC PLANNING COMMITTEE: Focus on occupational skills standards development and certification, identification of training gaps, recommendations for prioritizing demand occupations and establishing criteria for training provider approval; Develop and maintain demand occupation and skill shortage lists; Monitor the effectiveness of business services provided by the workforce development system; Gather and disseminate up-to-date labor market information. Make recommendations to the Board with regard to short and long term strategic goals. Recommends specific goals with regard to customer training. Reviews Board committee structure and recommends changes as needed.

PROGRAM PLANNING AND IMPLEMENTATION COMMITTEE – Allocation of Title-I adult and dislocated worker funds; Oversee performance monitoring of all WIA funded programs; Review performance data at least quarterly; Ensure that performance measures result in continuous improvement in system delivery, customer satisfaction, and cost effectiveness. Establish procedures to evaluate results of all programs, and reviewing progress on meeting negotiated performance standards; Oversight of all sub-contractor contracts; Provides oversight of eligible youth activities providers, coordinating youth activities under WIA and other youth-related duties as assigned by the WDB. Responsible for oversight of the training and education provided to customers of the system. Responsible for providing oversight of the operations of the overall system, including reviewing the finances of the Board and the system. Works with paid staff to establish plans to implement goals and programs established by Board.

MARKETING COMMITTEE – Oversees the development and implementation of an on-going marketing plan for the Workforce Development System. This committee’s mission is to focus on efforts to effectively market the WIB’s workforce system and centers, both internally to system partners and externally to the community. The Marketing Committee will inventory available community workforce resources and make this information available and user-friendly to the Board, system partners and the community.

YOUTH COUNCIL – Members of the Youth Council shall have a special interest or expertise in youth policy; shall be representatives of your service agencies, shall be members of the Workforce Investment Board and shall coordinate youth activities in the local area; develop portions of the local plan that relate to eligible youth; shall recommend eligible youth service providers in accordance with WIA Section 123, subject to the local Board approval and shall conduct oversight with respect to eligible providers of youth activities in the local area.
